Prior to his election in 1998 as California Attorney General, Bill Lockyer served in the California State Senate (where he was President pro Tempore from 1994 - 1998) and in the California State Assembly. He received a degree in political science from UC Berkeley, and earned his law degree from McGeorge School of Law, University of the Pacific. Lockyer has been consistently recognized as one of California's most skilled public officials. The California Journal honored him as its "Legislator of the Year" in 1997 writing "if one examines the criteria we believe are essential for a good legislator -- intelligence, integrity, likeability, a penchant for hard work, the ability and willingness to reach solutions to problems, influence among colleagues -- the choice is so obvious as to be no choice at all." Likewise, Lockyer has been honored many times by state and national environmental organizations. In naming him the 1996 Legislator of the Year, the Planning and Conservation League said "It's more important than ever that the leader of the Senate be committed to the protection and restoration of the environment. Bill Lockyer is."
