By Bill Lockyer
California Attorney General
January 28, 1999
Smart Growth Summit
Sacramento, California

Bill LockerSynopsis: California is growing at an astounding rate, and we cannot handle that growth, achieve economic prosperity, improve social equity, and meet our needs for basic natural resources like water, unless we are much smarter about how we manage our growth.

About Bill Lockyer

Prior to his election in 1998 as California Attorney General, Bill Lockyer served in the California State Senate (where he was President pro Tempore from 1994 - 1998) and in the California State Assembly. He received a degree in political science from UC Berkeley, and earned his law degree from McGeorge School of Law, University of the Pacific.

Lockyer has been consistently recognized as one of California's most skilled public officials. The California Journal honored him as its "Legislator of the Year" in 1997 writing "if one examines the criteria we believe are essential for a good legislator -- intelligence, integrity, likeability, a penchant for hard work, the ability and willingness to reach solutions to problems, influence among colleagues -- the choice is so obvious as to be no choice at all."

Likewise, Lockyer has been honored many times by state and national environmental organizations. In naming him the 1996 Legislator of the Year, the Planning and Conservation League said "It's more important than ever that the leader of the Senate be committed to the protection and restoration of the environment. Bill Lockyer is."

Sound Bites

"We are currently two New York states in population, and in just a couple of decades we will be three New Yorks in population. We cannot handle that growth without serious impacts on both our commerce and economic activity as well as quality of life for Californians unless we get much smarter about growth management."

"I hope we're now past the old debate that there was some inherent tension between environmental protection and economic growth and vitality. There have been so many persuasive studies that in fact one of the principal reasons California has enjoyed such growth and prosperity is that we know that environmental protection is important and that the two goals are complementary, not contradictory."
